Acwa, Bank of Communications sign agreement to accelerate China’s energy transition, global financial innovation

Beijing, People’s Republic of China Acwa, the world’s largest private water desalination company, a leader in energy transition, and a first mover in green hydrogen, today announced the signing of a facility agreement with the Bank of Communications (BOCOM), marking a key step forward in their cooperation in China.

The agreement, signed with BOCOM Shanghai, supports the financing of the Heilongjiang Boli 2 250MW Wind Project and reflects continued collaboration between the two organisations in advancing energy infrastructure in the country. The signing follows Acwa’s participation in the China Development Forum on 22-23 March, reinforcing ongoing dialogue with partners across China’s energy and financial sectors.

Mohammad Abunayyan, Founder and Chairman of Acwa, said: “This agreement reflects the strength of execution we have built together over time. Delivering a transaction like Boli 2 in China requires close alignment, strong local expertise, and a shared understanding of how to structure and deliver complex projects. We value BOCOM’s role in this process, and see this as an important step in building a deeper and more consistent partnership as we continue to expand our operations in China.”

The transaction represents a significant milestone for Acwa in China, marking the company’s first dry financial close, or debt replacement transaction, led by Acwa in the country. BOCOM acted as the leading and agent bank in the syndication of the project, playing a central role in structuring and delivering the financing.

The facility agreement also reflects broader cooperation between the two parties, including ongoing discussions around a RMB 10 billion credit line to support Acwa’s activities in China.

The agreement builds on an established and expanding relationship between Acwa and BOCOM. Beyond China, the partnership reflects a shared intention to continue expanding collaboration across Acwa’s international portfolio, including refinancing initiatives, new infrastructure developments, and broader capital markets cooperation. To date, BOCOM has supported Acwa with approximately US$264 million (approximately 2 billion RMB) of commitment across key projects, including Noor Energy 1 and Bash 2. 

China remains a key strategic market for Acwa, offering strong industrial capabilities, innovation, and execution capacity. The company continues to deepen its presence in China through long-term partnerships with leading financial institutions and industrial partners.

Acwa与交通银行签署协议,加速中国能源转型与全球金融创新
