Malaysia’s sustainability disclosure landscape is at an inflection point. The introduction of the National Sustainability Reporting Framework (NSRF) has placed Scope 3 reporting and disclosure firmly on the corporate agenda. Yet, for many organisations, the gap between regulatory expectations and operational realities is significant.
This report relays insights from a thought leadership forum by Eco-Business, in conjunction with Cities: Possibilities Malaysia. This session convened senior professionals from diverse industries to uncover the state of Scope 3 reporting and disclosure in Malaysia, as well as critical enablers of progress.
The findings paint a candid picture. Readiness levels are low to moderate, with the majority of participating organisations at an early stage of Scope 3 reporting and disclosure. Budget constraints, capacity issues, and methodological complexities are widely-cited obstacles, but it is supplier engagement that poses the biggest challenge. For SMEs, the burden of collecting emissions data from supply chain partners creates fundamental bottlenecks that no single organisation can resolve alone.
Technology has yet to reach its full potential. Most organisations continue to rely on spreadsheets for sustainability reporting, not by choice, but because affordable and purpose-built alternatives remain out of reach for many.
Yet, there are real opportunities. Supply chain collaboration emerged as the single biggest lever for Scope 3 impact, indicating that an ecosystem-level approach can be the most effective. With the right infrastructure in place, in the form of sector-specific guidance, cluster-based SME support, financial incentives, and accessible technology, regulatory motivation can be translated to measurable progress.
The NSRF represents both a challenge and a catalyst. How organisations, regulators, and solution providers in Malaysia respond will determine the state of Scope 3 reporting and disclosure in the coming years - whether it remains a compliance burden or becomes a catalyst for sustainable change.
