Brazil and Norway clash over REDD monitoring

Disputes between Brazil and Norway over carbon verification are delaying negotiations to set global rules to protect forests. Brazil favours a domestically-governed accounting of the amount of carbon stored by trees but Norway is calling for a stricter oversight of the REDD programme (Reducing Emissions from Deforestation and Forest Degradation) from an international body. The disagreement is overshadowing other efforts to identify additional benefits from REDD activities in a bid to draft a negotiating text at the UN climate conference in Doha.
