SINGAPORE, September 2026 — TPC (Tsao Pao Chee) and Economics of Mutuality Foundation, as anchor funders, together with NO.17 Foundation, SecondMuse Capital and Mutual Value Labs as co-architects, today announced a new East-West Place-Based Ecosystem Model for nature restoration, shared prosperity and well-being. The model builds on the Collaboration Declaration made in Davos in January 2026 and the shared commitment to advance a Well-being Economy through place-based transformation.

The initiative brings together capital, enterprise, partnerships and convening to build the infrastructure needed to move from individual projects to a connected field of place-based transformation. A Platform will house shared methodologies, measurement systems, digital tools, investment architecture and learning that can be adapted across different places while remaining rooted in local contexts. This shared infrastructure is intended to connect the different parts of a system, enabling learning, capital and enterprise to work together rather than in isolation.

This work serves the Rural and Ocean ecosystems and builds Capital and Energy & Nature infrastructure for the Well-being Economy.

The approach is grounded in the understanding that economic systems are ultimately shaped by relationships, between people, communities, businesses, capital and the natural world. By strengthening those connections and creating the conditions for people and organisations to act on what matters to the places they are part of, the platform seeks to build economies where well-being, regeneration and mutual value can reinforce one another.

The Restore Nature Discovery Phase is where we apply the most rigorous test yet to our approach, and where we believe the next model for systemic, place-based investing is taking shape,” shared Simon Baldwin, Senior Vice-President, Asia Pacific, SecondMuse and Asia Pacific lead, SecondMuse Capital. “What this work proves matters beyond any single location. It shows that capital can be organised around any place’s own economic system, generating returns and regeneration together in a way we believe can be learned from and carried beyond geographies.”

The Collaboration also marks the progression of the Restore Nature Discovery Phase, established in June 2026. The Discovery Phase is being developed across East Kalimantan, Simeulue and Central Sulawesi, with the work moving through diagnosis, design, deployment and launch through October 2028. SecondMuse leads the design and deployment of the investment pipeline on the ground, and Mutual Value Labs brings deep corporate engagement on strategic sourcing of commodities and mutual-value measurement from its work across the wider collaboration.

From Davos to real places

The Restore Nature Discovery Phase in Indonesia is bringing the approach into three distinct landscapes: East Kalimantan, Simeulue and Central Sulawesi. The work is exploring how economic systems can be reshaped to create opportunities for communities while restoring the natural systems on which local economies depend.

In East Kalimantan, the partners are exploring the transformation of a 7,000-hectare palm oil concession into a diversified agroforestry system, with opportunities across agriculture, ecotourism and carbon. In Simeulue, Aceh, the work is connecting terrestrial and marine economies, while in Central Sulawesi, it is examining opportunities within an economy shaped by both nickel and smallholder agriculture.

With the development of a Platform to house shared infrastructure, the partners are bringing together the learning from each landscape to develop Economic Blueprints, identify investable enterprises and explore opportunities for outcomes-based financing with Sorenson Impact Institute. By bringing together the economic, social and ecological dimensions of each place, the work seeks to identify where targeted interventions can create wider system-level change. This will help connect place-based transformation across different contexts, while building the knowledge and investment architecture needed to take what works in one place and learn from it elsewhere.

Building the infrastructure for systemic transformation

A central principle of the Platform is that systemic transformation requires infrastructure. Without shared infrastructure, every place rebuilds the same tools, partners measure different things, and learning remains trapped within individual projects. The platform is therefore designed to build a common foundation that every participating place can draw from and contribute to.

The Platform will focus on five interconnected areas: common methodology; measurement, monitoring, reporting and verification and outcomes-based financing; technology and digital tools; investment architecture and governance; and learning, storytelling and field-building.

As anchor funders, TPC and Economics of Mutuality Foundation provide the funding commitments for the Platform, while NO.17 Foundation, Mutual Value Labs and SecondMuse, as co-architects, bring their respective expertise to deploy those commitments and build the Platform.SecondMuse Capital brings expertise in systemic investing, economic blueprinting, enterprise pipeline development and capital architecture, while Mutual Value Labs contributes its work on mutual value creation, methodology development, corporate engagement, learning journeys and field-building. NO.17 Foundation serves as the anchor steward of the Restore Nature work in Asia, while TPC brings its operating experience, business ecosystem, catalytic capital and convening capabilities.

An East-West bridge

The new platform connects work across Indonesia, the United States and the United Kingdom, bringing together different place-based initiatives through a shared approach to economic and ecosystem transformation.

In Indonesia, the work is focused on places where natural systems and local economies are closely connected. In the West, the model is being applied in established economies through work in Oregon and the United Kingdom, with the shared methodology adapted to local contexts, creating opportunities to exchange learning, approaches and investment opportunities across markets.

The partners will use this East–West network to strengthen the infrastructure supporting each place, connecting capital, enterprise, knowledge and partnerships while allowing local teams to develop solutions that reflect their own economic, social and ecological context.

The ambition is to build a Well-being Economy through place-based action: an economy in which people, communities, businesses and nature are understood as interconnected, and where creating value for one strengthens the conditions for others to thrive.

Opening the platform to new places and themes

The model will grow to include new places and themes, with the ocean and blue economy identified as the first area for future expansion. By building shared infrastructure across places, the platform will connect local anchors with the methodology, partnerships and capital needed to develop place-based pathways and enable partners to learn from one another and build new models together.
