Collective for a Stronger Society surpasses S$21 million in donations to strengthen support for lower-income families

Singapore, 23 June 2026 – The Community Foundation of Singapore (CFS) announced today that the Collective for a Stronger Society (CSS), a joint initiative with Community Chest, has surpassed S$21.4 million in cumulative donations since its launch in 2024. Under the SG60 SG Gives Matching Grant announced during Budget 2025, eligible donations received between CY2025 to CY2027 will be matched to amplify our collective impact and support communities in need.

Since its launch in 2024, CSS has brought together donors, charities, businesses and government partners to strengthen social mobility pathways through coordinated and sustained support for lower-income families across Singapore. Funds raised under the CSS go towards programmes that address the families’ needs holistically.

To date, the 17 CSS-supported programmes have reached over an estimated 10,000 families and 30,000 beneficiaries, supporting them across the areas of health, employment, housing, education and social well-being.

These milestones were highlighted at a media event held today at Yishun Family Service Centre. Special Guest Ms Low Yen Ling, Senior Minister of State, Ministry of Culture, Community and Youth & Ministry of Trade and Industry, acknowledged the importance of collective purpose in driving greater impact, and recognised the contributions of various donors, including CapitaLand Hope Foundation, which contributed over S$1 million in 2025.

Ms Low Yen Ling said: “Since its launch, the CSS has strengthened social mobility pathways through coordinated and sustained support for lower-income families. Social mobility programmes take time to show results, given the need to address inter-generational issues and foster new mindsets. 

Learning engagement sessions like today’s help donors understand firsthand how the community partners journey with beneficiaries, navigate challenges and touch lives. With an intimate understanding of what vulnerable families are up against, giving becomes more than just a gift – it becomes a heartfelt and sustained commitment to transform lives and to see through its impact. This multiplies our chances of breakthrough success, uplifting families and children.”At the event, Dr Paul Tan, Chief Executive Officer of CFS, thanked the donors and charity partners that supported the Collective. He said:

“As a Singapore-focused community foundation, CFS identifies areas where philanthropic capital can be mobilised to address community needs and support long-term outcomes.

Now in its third year, we are pleased that CSS is gaining strong support from donors who recognise the power of collective action, and we place on record our thanks. We are also grateful to all our charity partners, in particular, the Community Chest, for expanding the reach of CSS. Together, we are building a culture of giving and demonstrating how philanthropy can achieve greater impact when we come together with a shared purpose.”

An example of strong support for CSS includes a CFS donor who has stepped up to commit up to S$1.2 million in a dollar-for-dollar matching arrangement for all new donations made to CSS from now until the end of 2026. The donor has chosen to remain anonymous but hopes the commitment will encourage broader giving to CSS.

Another donor, Ms Zhang, founder of Everglow Foundation, a donor-advised fund with CFS,  explained why she supported CSS:

“Philanthropy has been an important way for our family to understand and connect with Singapore society. Through our work with CFS, we have gained a better understanding of the needs of different communities, as well as the dedication of those supporting them. It has been meaningful for us to contribute to initiatives like CSS that make a real difference in families’ lives.”

Strengthening support for lower-income families

To further expand support for lower-income families, four additional programmes have been brought into the initiative, bringing the total number of programmes supported under CSS to 21

The additional programmes strengthen CSS’ healthcare pillar by expanding access to care and supporting the long-term health and well-being of lower-income families. They include:

  • You Shine (SunCare SG) – A structured after-school programme providing social-emotional support for children aged 7–12 from lower-income households, helping them build confidence, resilience and positive peer relationships.
  • Community Clinic @ Beach Road (SATA CommHealth) – A subsidised primary healthcare initiative providing accessible, affordable care to vulnerable residents, including those managing chronic conditions.
  • KakiHealth @ Yishun Family Service (Singapore Children’s Society) – A community-based programme supporting families in adopting healthier lifestyles through nutrition, health education and mental wellness activities.
  • Project P.E.E.R (Filos Community Services) – An integrated programme that strengthens children’s literacy, promotes healthy habits, and supports family relationships through parent and child engagement.

Through targeted giving, philanthropic donors can direct their contributions towards the growing number of programmes supported under CSS. By bringing these established programmes under a shared initiative, CSS enables stronger alignment across services and partners, helping families access the right support at the right time.
