Tuas Power accelerates Singapore’s low-carbon future, pioneering nation’s largest biomass facility

Tuas Power, one of the country’s leading power generation companies, today announced that it is striving to convert its Tembusu Multi-Utilities Complex (TMUC) to run on 100 per cent renewable biomass by 2028, as part of its commitment to Powering Tomorrow, Together.

Located on Jurong Island, TMUC is the nation’s largest steam generation plant, supporting key industries in their daily operations. Once completed, the conversion will transform TMUC into Singapore’s largest green steam and green power cogeneration facility, delivering high efficiency while setting a new pace for the nation’s energy transition—22 years ahead of the country’s timeline for phasing out unabated coal.

The conversion is a cornerstone of Tuas Power’s decarbonisation effort and a significant step forward for Singapore’s energy sector. The project highlights the company’s industry leadership and alignment with the nation’s Green Plan 2030 and Energy Transition Strategy while directly supporting Singapore’s ambition to achieve Net-Zero by 2050.

As Singapore’s largest biomass co-generation plant, total capacity of 900 ton per hour of steam and generation capacity of 133MW of power, TMUC was built as a multi-utility plant – powering industries, recycling resources and driving efficiency for sustainability.

Originally built to operate on an 80:20 coal-to-biomass ratio, TMUC has been steadily increasing the use of biomass in recent years, incorporating imported biomass feedstock such as wood pellets and palm kernel shells, as well as locally sourced waste wood chips while reducing reliance on fossil fuels. The full conversion to sustainable biomass is expected to reduce the company’s reckonable emissions by approximately 1 million tCOe, or equivalent to about 20 per cent of Singapore’s target reduction of lowering peak emissions of 64.43 million tCO2e to 60 million tCO2e by 2030.

“Singapore’s energy transition is not just an urgent climate imperative but also a strategic move to position the country at the forefront of the global green economy,” said Michael Wong, Chief Operating Officer of Tuas Power.

“The conversion project aims to deliver reliable, non-intermittent green steam and power, and in future, other potential sustainable utilities for consumers in Singapore, while also building internal expertise and capabilities needed in the growing biomass sector across Southeast Asia. In the longer term, the transition will enhance the competitiveness of Singapore’s industries on the international stage.”

Partnerships driving the energy transition

The transition is made possible through the continued support of Tuas Power’s long- term utilities customers like Arlanxeo and CCD as well as new partners.

This includes leading Singaporean companies such as YCH Group, StarHub, ABB Singapore and Digital Realty which have committed to long-term green power purchases. The company is also in active discussions with more consumers to expand offtake agreements and ensure the conversion remains commercially sustainable.

Scale and reliability for Singapore’s power needs

Tuas Power is one of Singapore’s largest electricity providers, generating over 10,000 gigawatt-hours annually—about 20 per cent of the nation’s electricity demand. This track record underscores the company’s commitment to balancing the energy trilemma of security, sustainability, and affordability.

Launched in 2013 with an investment of about S$1 billion, TMUC has been a critical infrastructure for the country’s key chemical and petrochemical sector. Today’s announcement marks the next chapter in its evolution, progressing plans for it to deliver reliable renewable energy.

The development, which will be subjected to a financial investment decision, underscores Tuas Power’s strong commitment to advancing Singapore’s low-carbon transition while ensuring long-term commercial sustainability. After the conversion, it will become the largest facility in Singapore capable of supplying green utilities, including green steam and electricity, to consumers of Singapore.

Roadmap for a net-zero Singapore

The TMUC conversion is just one part of Tuas Power’s wider decarbonisation roadmap. The Group is actively exploring electricity imports, hydrogen-ready combined cycle plants and renewables projects to play its part in advancing the energy transition of Singapore and the region.
