UNESCO site vs local communities: Either/or for Vietnam?

Vietnam authorities have devised a plan to relocate the floating villages living on the famous landscapes of Ha Long Bay. They said this is a move to curb the pollution in the area and to protect the Unesco World Heritage site. But not all of the floating villages will be relocated to the mainland. The Ha Long Bay Management Board said they also want to turn the villages into a tourist place so they can ensure that the environment is protected.

But organisations like the United Nations Development Programme suggest that resettlement is not the only solution as the Vietnamese also need to look into giving the residents sustainable livelihoods.
